Chinese students told not to study in Australia

Beijing’s dispute with Australia appears to have reached a new low, with education agents based in China given a directive not to send students to Australia.
Duncan Maskell, vice-chancellor of the University of Melbourne, said he had been in communication with staff in China who had raised concerns about Chinese students being given advice to not study at an Australian university.
“Our people have said that [such advice to potential students] is being given out in the regions, but not in Shanghai or Beijing. It could all be tittle tattle at the moment because we don’t have a sense of how serious it is,” Professor Maskell said.


Education might be the next sector to be hit with Chinese sanctions.

“As with many things like this in China, you struggle to understand whether, at one end of the spectrum, it is a directive or just some pressure on agents not to recommend Australia as a destination.”
The international education sector was worth $37.5 billion to the Australian economy in 2019-20, with China accounting for $10.5 billion.
Federal Education Minister Alan Tudge said he was aware of the reports coming out of China.
“The people this will hurt the most are China’s own students,” he said. “Our education sector is highly regarded by Chinese students, parents and employers and I’m sure this will remain the case. Our officials here and in China are seeking more information.”
The Australian Financial Review understands the Australian embassy in Beijing has downplayed the situation, providing advice that education agents have no legal obligation to heed any directives from the Ministry of Education and are free to advise students to study where they wish.
Export sector
In 2019, 346,517 students travelled from their home country to study in Australia, including 160,000 Chinese students.
However, the total number had declined to 214,000 by the end of last year due to border closures.
If China sanctions are being put in place, education will be the most recent export sector to be affected. To date, barley, meat, wine, coal, cotton, lobsters and timber have all been hit by bans or crushing tariffs.
Professor Maskell said the precariousness of the current situation “indicates that we are in a very changeable situation”.
“These are choppy waters. We are still living in a place where the borders are not open and there is no prospect of them being opened just yet. And we are living in a world where geopolitics are playing out,” he said.
Universities have long been criticised for being overly reliant on Chinese students. Clive Hamilton, a professor of public ethics at Charles Sturt University, has described vice-chancellors as being too enamoured with the lure of “Chinese gold”.
Tensions have also been rising between the federal government and universities over concerns of foreign interference in research and other partnerships.
The Australian Foreign Relations Bill was introduced to curb Chinese influence in Australian institutions, including universities.
Vicki Thomson, CEO of the Group of Eight, said she was trying to seek clarification on the information on the ban that was coming out of China.
“The really strong part of the Australia-China relationship is our international education sector and we must do everything we can to protect that,” she said.
However, peak group Universities Australia was “unaware of any directive from the Chinese Ministry of Education in relation to this issue”, CEO Catriona Jackson said.
“We remain in close contact with the Australian Embassy in Beijing.”
